Ms. To Kim Lien – Director
To Kim Lien is currently the Director of the Center for Education and Development (CED). She has more than twenty years of experience in development, governance, environment, education, women’s empowerment, and human trafficking issues in Vietnam. She has specialized in the research, design, management and monitoring of development projects at national and regional levels, particularly relating to education, environmental protection, and capacity building for women. She is also an expert on corporate social responsibility (CSR) and private sector engagement initiatives. Prior to joining CED, she worked as a Senior Program Manager for almost 12 years on a comprehensive set of programs: anti-human trafficking, women’s empowerment, labor rights, civil society development, public participation, and local governance. Before working for the Foundation, Ms. Lien worked for GFA consulting group, where she focused on rural development projects within the Ministry of Agriculture and Rural Development. Prior to this, she worked for the Vietnam/Sweden Cooperation Program for Rural Development and the Committee for Mountainous and Minority Areas. She has extensive field experience in rural development, participatory rural assessment, rural financial services, community development, and women and community health issues…
She holds an M.A. in Development Studies from the Graduate Institute of International and Development Studies in Geneva, Switzerland (2009), a B.A. in Economics (Finance and Banking) from the National Economics University in Hanoi, Vietnam (1997) and a B.A. in Foreign Languages from the University of Foreign Studies, Hanoi National University, Vietnam (1993).
